Bill 109 Implementation, Phase 3

As you may know, the City of Toronto is continuously improving its development review process to address ongoing legislative change.

In December 2022, staff brought forward a report to City Council outlining a plan to implement Bill 109, the More Homes for Everyone Act, 2022. As part of that ongoing implementation effort, staff are considering a range of policy tools including a new complete application requirement for Site Plan Control applications, and updates to the City’s Site Plan Exemption and Mandatory Pre-application Consultation by-laws.

City Planning will be hosting a virtual public Open House in advance of a Recommendations Report on an Official Plan Amendment and related Municipal Code amendments to Planning and Housing Committee on September 28, 2023. Please see below for meeting information. The attached notice provides additional details.
