As you may know, the City of Toronto is continuously improving its development review process to address ongoing legislative change.

In December 2022, staff brought forward a report to City Council outlining a plan to implement Bill 109, the More Homes for Everyone Act, 2022. As part of that ongoing implementation effort, staff are considering a range of policy tools including a new complete application requirement for Site Plan Control applications, and updates to the City’s Site Plan Exemption and Mandatory Pre-application Consultation by-laws.

City Planning will be hosting a virtual public Open House in advance of a Recommendations Report on an Official Plan Amendment and related Municipal Code amendments to Planning and Housing Committee on September 28, 2023.
